The following messages appear in Event viewer;

Event ID 29
Terminal Services Licensing can only be run on Domain
Controllers or Server in a Workgroup. See Terminal Server
Licensing help topic for more information.


Event ID 7024
The Terminal Services Licensing service terminated with
service-specific error 29.

This is a Windows 2000 member server in a Windows NT4
Domain. The server should not have to be a Domain
Controller since it is in a Windows NT4 domain.

Any thoughts would be appreciated,

Mmmm, strange. You are absolutely right that this setup should not
be a problem.
Just a thought: is there a two-way trust between the NT 4.0 domain
and a W2K domain? Somehow, the W2K member server must have gotten
the idea that it is part of a W2K domain.
I think I would try to remove the W2K server from the NT 4.0
domain, delete the computer account in Server Manager and then
rejoin the domain.
